An Ohio man entered a negotiated plea to possession of cannabis with intent to deliver in Henry County Circuit Court on Wednesday.
Jerome T. Carlos, 37, of Dover, Ohio, was sentenced to 36 months of probation and 180 days in jail.
On Oct. 11, 2014, he was stopped for going 73 miles per hour in a 70-mph zone on Interstate 80. He told Illinois State Police Trooper Jarrod Johnson he’d flown from Chicago to Des Moines, rented the vehicle and visited a friend in Waterloo for a few minutes before heading to Des Plaines to visit a cousin. He later said his Waterloo visit lasted an hour or two.
A K-9 alerted troopers to the vehicle, where they found a cardboard box in the trunk with 10 manila envelopes holding 10 pounds of cannabis.
Mr. Carlos also must pay a $1,000 court fine and court costs as well as a $30,000 street value fine for the Class 1 felony. Two other charges, Class 1 cannabis trafficking and Class 2 possession, were dismissed. He also was ordered to undergo controlled substance evaluation and random drug testing.
